Career Opportunity
We are currently seeking candidates for an Engineering Technician position supporting the Romanian Navy case in Constanta, Romania. The Engineering Technician will support the Port Engineer in the areas of logistics, quality control / assurance, testing, operations, maintenance, supply, and training. This individual will have a purely advisory role under the authority and guidance of NAVSEA.
Essential Duties and Responsibilities
- Prepare supporting technical and logistics documentation as required including reports, briefings, plans and procedures at the U.S. Government’s direction, including summary reports on key logistics or technical issues and their resolution. This will require coordination with original equipment manufacturers (OEM) of Romanian Naval coastal surveillance systems acquired through foreign military sales (FMS) processes.
- Participate in technical and logistics meetings concerning naval systems and other equipment for ships and shore-based facilities. Monthly travel to Romanian Navy ashore locations will be required to coordinate current and future FMS activities that contribute to naval fleet operations and activities.
- Provide technical oversight in coordination with the Port Engineer(s) to resolve maintenance issues arising during the system's lifecycle. The Contractor will interface with NAVSEA Participating Acquisition Resource Managers (PARMs), In-Service Engineering Agents (ISEA) and OEMs. Engineering Technician will meet with Port Engineer at the Office of Defense Cooperation (ODC) to ensure efforts, activities, and schedules are aligned to ensure efficiency.
- Conduct research / feasibility studies and data analysis, as directed, on the applicability and impact of specific new naval systems or equipment for possible installation on ships. Provide technical reports detailing study results for consideration. Engineering technician will aid in solving interoperability concerns of afloat and ashore command and control (C2), Intelligence, Surveillance, and Reconnaissance (ISR), and communications systems through site visits and organized electromagnetic spectrum analysis studies and surveys.
- Review U.S. Navy documentation including Electronic Information Bulletins (EIB), Technical Bulletins, Engineering Change Proposals (ECPs), Manufacturers Change Notice Data, and Maintenance Index Page and Maintenance Requirement Card (MIPs / MRCs) for naval systems or equipment and identify any impact. Provide updated data as required.
- Assist with coordinating necessary support services (Contractor, OEM, USN, etc.) for incoming teams. This includes optimizing USN assist visits by coordinating and identifying similar requirements; and logistics support for the coordination of technicians visiting other regional countries; arranged by COCOMs / others that may aid in repair of the foreign customer's navy equipment.
- Provide systems logistics engineering, configuration management, and technical support / assistance for various systems. This may include reviewing OEM detailed drawings, technical manuals, and test memoranda.
- Primary support will be provided to the Port Engineering Team in order to coordinate and oversee efforts on all NAVSEA in-country projects. Engineering Support personnel will assist the Port Engineering Team in enhancing communication, coordination and cooperation between PMS 326 and host Navy for all matters related to ship maintenance and repair, and to the supporting infrastructure.
