Data Architect (Design Authority) - Government Data Programme

Location : Middle East - onsite

Duration : 6 months (initial contract)

Daily Rate : £+Expenses

Start Date : ASAP

Overview :

THIS ROLE IS BASED FULL TIME IN United Arab Emirates

We're looking for two experienced Data Architects to join a high-profile government data transformation initiative. This project is to establish a Design Authority that will guide multiple vendors in cleaning, modelling, and publishing critical government datasets.

Key Responsibilities :

Design Authority Establishment :

  • Support the creation of a robust Design Authority from scratch, including frameworks, eErwin-based modelling templates, and operating models.
  • Define and enforce data modelling standards (using eErwin templates) to ensure consistency and quality across vendor outputs.
  • Oversee data architecture and technical design, ensuring frameworks align with government requirements and vendor capabilities.

Vendor Management & Quality Assurance :

  • Provide technical oversight and quality assurance for vendor deliverables.
  • Develop gold-standard data models to drive accountability.
  • Collaborate with vendors to ensure cleaned datasets are ready to be published to data platforms (eg Palantir).
  • Governance & Stakeholder Engagement :

  • Work closely with the programme governance team to align oversight with overall project governance.
  • Engage with senior government stakeholders to manage expectations and balance quick wins with long-term design maturity.
  • Delivery & Automation :

  • Lead the creation of initial eErwin repositories, define modelling standards, and onboard vendors during the first 10 weeks[GI1] .
  • Essential Skills & Experience :

  • Proven experience as a Data Architect in large-scale government or complex vendor-led projects.
  • Expertise in Erwin-based data modelling (or comparable enterprise data modelling frameworks).
  • Strong knowledge of data quality frameworks and governance.
  • Ability design workable MVP frameworks under tight deadlines and political pressure.
  • Excellent communication skills and experience engaging with senior stakeholders.
  • Desirable Skills :

  • Experience with Palantir or similar data publishing platforms.
