Hauptaufgaben

Incumbent monitors performance of support contracts for engineering, housing, and logistical activities. Provides updates to contract and task order performance work statements and technical exhibits. Ensures contractor complies with program requirements. Provides reports and correspondence to the Lead Facility Engineer, Administrative Contracting Officer, and Contracting Officer on contractor performance. Reviews all proposals, designs specifications, work plans, invoices, safety, quality control plans, and other documentation to ensure work is conducted within all applicable standards. Establishes and maintains working relationships and effective communication with customers, contractors, United States (US) and foreign nation civil and military personnel. He/she implements controls to assure changes to projects reflect commitments to customers/partners on cost, quality, and schedules. Provides input for the preparation, compilation, review analysis, and submission of all program data required for the directorate program budget input. Prepares written and oral reports, studies and presentations. Ensures the work meets applicable engineering standards across respective disciplines (architectural, civil, mechanical, electrical, etc). Ensures all work executed by contract meets the technical standards outlined in the contract, for maintenance and repair, construction, and services, and provides feedback to senior engineers and contracting officers. Recommends necessary changes and remedial actions to senior engineers. Ensures all engineering related work is in compliance with all applicable environmental, natural, cultural, and archaeological Federal, Host Nation, and local laws, and provides vital maintenance to the installations, tenant activities, and rotational activities. Tracks cost by several methods. Prepares letters to the contracting officer to provide information and requests for action when situations arise that require resolution to ensure contractor is within the terms and specifications of the contract and/or initiate documentation for the necessary changes to the contract. Initiates and maintains contacts and working relationships with the contractor, support team, senior engineers, and host nation representatives.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.

Qualifikationsanforderungen

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U.S. Office of Personnel Management, as summarized below.

EXPERIENCE:
Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the RW-07 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to the work of the position to be filled. Mastery of, and skill in applying knowledge of methods, practices, and processes of general, civil, structural, mechanical or electrical engineering and specialized knowledge of science disciplines such of soils, mechanics, hydraulics, theory of structures, strength of materials, engineering geology, thermodynamics, electrical power circuitry and surveying.

Applicants must be a Graduate engineer. Must have a bachelor degree in an engineering discipline: civil, mechanical, electrical, etc ("Diploma de Licenta") and the transcripts ("Supliment la diploma") must be provided.
